ASTM D8514, Standard Specification for Flexible, Retroreflective Sheeting for Use in High Visibility Vehicle Markings, recently published by ASTM, is intended to provide agencies with a reference standard specifically for vehicle markings.

An International Standard for Vehicle Markings: ASTM D8514

UK Publication No. 14/04, High Conspicuity Livery for Police Vehicles, commonly known as the “Battenburg Spec'' is a widely referenced specification for retroreflective sheeting used on emergency vehicles. It is the specification that gives many police, fire, and ambulance vehicles around the world their distinctive checkered pattern. According to the UK Home Office, this spec "has been highly successful in enhancing safety, in building an image that is reassuring to the public and has a deterrent effect on those who seek to break the law on our roads."

Despite the popularity of the Battenburg spec, there is one drawback: it was developed for the UK, where drivers expect and look for the Battenburg pattern; this is not always the case around the world.

 

In the US, for example, police vehicles tend to have a much more subtle appearance, while other first responder and utility vehicles may use a chevron pattern. There are a few vehicle marking specifications, such as NFPA 1901, Standard for Automotive Fire Apparatus, written for fire trucks, or ANSI S279, Lighting and Marking of Agricultural Equipment on Highways, but these specifications tend to be old, and do not take advantage of the latest material science and optical advances in retroreflective sheeting, such as prismatic designs or fluorescent colors. There is also the fact that there are no good specifications for other service vehicles that make frequent stops, such as utility vehicles.

 

As such, many agencies turn to ASTM D4956, Standard Specification for Retroreflective Sheeting for Traffic Control. Though D4956 is regularly updated, it is a quality control specification for the sheeting used on traffic signs and work zone devices. It does not test for many qualities needed in vehicle tape, such as adhesion to automotive paint, the ability to wipe away oil and soot, resistance to pressure washing, and more.

ASTM D8514, Standard Specification for Flexible, Retroreflective Sheeting for Use in High Visibility Vehicle Markings, recently published by ASTM, is intended to provide agencies with a reference standard specifically for vehicle markings. The same D04 committee that maintains D4956 developed the D8514 standard. D04 members include major sheeting manufacturers, public agencies, engineering consultants, and other field experts. The standard took nearly three years to develop, during which time it was reviewed, commented on, and refined by members from around the world before final publication in June 2023.

Given the variety of vehicles that this standard applies to, it does not state how the material should be applied to vehicles. It will be the responsibility of adopting agencies to determine the application design best suited for their region. Instead, D8514 provides application guidelines, such as minimum coverage area and best color combinations.
